ESSER III Expenditure Plan

Understanding ESSER III Funds

School districts, county offices of education, and charter schools—collectively known as Local Educational Agencies (LEAs)—receive Elementary and Secondary School Emergency Relief (ESSER) funds under the American Rescue Plan Act to support students impacted by the COVID-19 pandemic. LEAs must develop a plan detailing how ESSER III funds will be used to address students’ academic, social, emotional, and mental health needs, as well as to close opportunity gaps exacerbated by the pandemic. These funds may also support other initiatives as outlined in fiscal guidelines.

LEAs engage their communities in shaping their ESSER III plans, incorporating meaningful input from families, educators, and stakeholders. This collaborative process helps determine key strategies for learning recovery, student well-being, and ongoing support.
