2016-2017 Negotiations 4-05-2016

The District and CSEA met all day to continue negotiations for the 2016-17 year. The open articles are Pay and Allowances, Health and Welfare, Leaves, Hours and Overtime, Completion of Meet and Negotiation, Safety, and Layoff and Re-employment. Below is a synopsis of progress made today with each article.


Pay, Allowances and Health and Welfare:
The District provided a counter proposal that included the following components:
Raise the base salary schedule by 3.5% distributed as $0.53/hr added to all cells
Increase Medical Insurance Contribution to $12,000 annually
Increase Dental and Vision Contribution to cover full cost
Promote Professional Growth and related compensation

CSEA provided a response to the District’s counter proposal for Pay, Allowances and Health and Welfare that incorporated the District’s proposal on Professional Growth while maintaining all components of their original proposal outlined below:

Revert back to the salary schedule prior to the $10/hour minimum wage increase
Create new salary schedule for Blue and White collar units using Blue Collar schedule
Adjust salary schedule with 8% increase to all cells
$270,000 for 2016-17 to apply to reclassifications and/or reallocations
$270,000 for 2017-18 to apply to reclassifications and/or reallocations
Stipend for training hours at +$5 per hour for the trainer
Cover cost of benefits to fully fund Spruce family coverage
Increase Dental and Vision Contribution to cover full cost
Promote Professional Growth and related compensation

Leaves:
Proposals exchanged by both parties on catastrophic leave.
Organizational: The District and CSEA discussed interests together, and District will provide a counter proposal at the next meeting.

Discretionary Leave:
CSEA provided a proposal last time we met, but it was not discussed today.

Hours and Overtime:
CSEA presented a proposal last time we met but it was not discussed today.

Completion of Meet and Negotiate:
The District presented a proposal and CSEA countered with Status Quo.

Safety:
The parties exchanged multiple proposals.

Layoff and Re-employment:
CSEA provided a counter proposal.

Parties are scheduled to meet April 19, 2016.
