Negotiations Update 11-02-2015

The District presented a package proposal as follows:

Benefits

  • Continue the additional $80 District contribution to medical benefits for a contribution of $986 per month, or $11,832 annually ($13,452 annually with dental and vision).
  • Health and welfare benefit options are outlined for employees who work less than 0.5 FTE with ECS.

Compensation

  • Maintain on an ongoing basis 3% on the salary schedule that is set to expire July 1, 2016.
  • Add Steps 24 and 27 to the salary schedule effective January 1, 2016.
  • Teachers with start dates after July 1, 2015 with active military service and honorable discharge will be granted one step for 3-5 years of active service or two steps for 6 or more years.

Recruitment

  • To assist with recruiting for hard to fill positions, provide an off-schedule bonus of up to $6,000, paid in increments of up to three years.

Work Year

The District proposed reducing the 2016-17 work year to 184 days by eliminating the staff-directed professional development day without a reduction to the salary schedule. The District will have the option to add the day back to the work calendar in 2016-17 or 2017-18 by scheduling a District-directed LCAP staff development day with a 0.5% increase to the salary schedule.

Class Size

  • In 6-8th grade single subject classes, high school classes, and physical education classes Increase class sizes by 2.
  • Proposed increase in class sizes at Zoe Barnum tied to attendance
  • Proposed rules for counting mainstreamed special education students for class size purposes.

Student Enrollment

The District offered an incentive to help increase student enrollment by reducing inter-district transfers. For every ADA increase of 50 students resulting from fewer interdistrict transfers out and more transfers in, 0.5% will be added to the salary schedule on an ongoing basis, provided there is an overall increase in student attendance.

 

ETA provided a counter package proposal as follows:

Class Size

Keep middle school classes at 33, high school 34 plus one over, PE at 40, Zoe Barnum up to 23. Special education class size needs further discussion.

Benefits

ETA accepts the District proposal.

Compensation

ETA proposes adding $1,350 to every cell in the current salary schedule.

ETA accepts the District proposal to:

ETA accepts the District proposal on the recruitment bonus, provided the notice of bonus is included in recruitment advertising.

ETA proposes that in 2016-17 the teacher’s buy-back day is replaced by a District-directed staff development day, and the salary schedule is increased by 0.5% ongoing.

Student Enrollment

ETA needs further clarification.

 

Other Open Items

Both parties recognize that more work is needed on class sizes, involuntary transfer language, and compensation. We will resume negotiations when we meet December 9, 2015.
